Update: I went up for a looksee and owner got it cranked long enough for me to check the voltage was being put out but RPMs needed adjusting downward. I tried several remedies and finally put some straight Seafoam on it and it came right off. I rigged a B&S gas tank from a lawnmower on it and added about a quart of non ethenol and some Seafoam and letting it gravity feed down to carb hoping it will do its magic and free something up. A close look at data plate says it is a GT5250-2 that was made in 2000 and the sticker confirms 104F as top ambient temp.

Update 3: Got it cranked off and it spit and sputtered for 30 minutes and I just let it run and get hot with a mixture of 87 octane non ethenol and Seafoam. It finally settled down and I let it run with about 2800 watts on it for another 30 minutes and got it stabilized putting out 118 thru 122V. Plugged in another electric heater and cut it back to medium position which I estimate was about 3800 watts and it pulled 114-116V. Next I plugged in a 175 watt mercury vapor light and it ran about five minutes and tripped one of the breakers. I was running the four prong plug with outlets at end of each hot leg and a multimeter in one of the 120 outlets on the unit to watch the volts.
